Airport Planning, Operations and Management Lakshmi Vadlamoodi In Airport Development planning, what is the importance of an airport master plan, what is its purpose and what are some of the challenges that may be faced in its development? An Airport Master plan is a document which provides an overview of the airport, and discusses the long-term issues using the current existing plan (Ruiz-Celada, 2014). There are many elements that contribute towards airport development which includes environmental factors, land use, government, route development, and many other factors (Ruiz-Celada, 2014). The Purpose of a Master plan is to provide future vision and is used to predict future problems. Master Plan should be thoroughly evaluated every five years or more often if needed (De Groot, 2017). It is also used to depict the range of cost for the airport growth, so that it helpful for planning financially (Skipp, 2006). The Master plan provides the public the need of the airport and the potential uses (Airport Plan, 2016). It also provides details about the development process (or a big picture) of the airport, the precautions taken and the standards maintained (Growth forecasts and developments objectives, 2014). However, there are challenging as well. Some of the major challenges faced when planning includes budgeting for buying new material, which are expensive; constantly upgrading technology trends (Glass Flight Deck); passenger forecasting (uncertainty of passenger capacity); and ultimately the revenue (Stringfellow, 2013). For example, Sydney airports guiding principle is to maximize benefits for the passengers and the aviation community considering the stakeholders as well. Balancing of the activity more evenly throughout the airfield, terminals and roads reduce congestion and improve terminal infrastructure utilisation (De Groot, 2017). Another example is Melbourne Airports Master Plan, which is a Mid-term Development plan. Its concept provides a snapshot of the future passenger traffic which increases to 64 million (Passengers per year) by 2033. The Master Plan also states that the Domestic and the International terminals are being merged soon (De Groot, 2017). Therefore, Melbourne Airport uses its Master Plan to develop their airports revenue. Thus, a Master Plan plays a vital role in Airport Development. Explain the importance of non-aeronautical revenue for airports and the challenges faced by contemporary airports in planning for the future generation of non-aeronautical revenue? Contemporary airports struggle to get profits if they continue to rely on their passengers and airlines for profit, hence airports are diversifying their sources of income through Non-Aeronautical Revenue (Marello, 2015). It is the income of the airport which excludes aeronautical activity such as commercial flying, as this is a dominant source of income which provides profits for the airport business (Non-Aeronautical Revenue, 2013). They are acquired from sources like parking lots, Car rentals, accommodation, retail, food/beverage and duty-free shops on the airport land. They are also increasing the freight and cargo facilities to expand their sources of income (Marello, 2015). Research says that 40% of an average global airports revenue is derived from the Non-Aeronautical Revenue sector (Concessionaire Analyser+, 2016). Increasing pressure on aeronautical revenues have been proved to be beneficial for promoting airports to further develop alternative revenue sources, which results in the increase of the profit margin (Concessionaire Analyser+, 2016). However, the global airports revenue sector will continue to face challenges ranging from pressure on passenger-driven non-aeronautical revenues to a possible oversupply of airport retail space (Lee, 2015). Non-aeronautical sector has therefore turn out to be a key element which influences the airports performance mostly (Non-aeronautical Revenue, 2007). Car parks, Car rentals and accommodation are fast-growing sources of revenue for the airports (De Groot, 2017). A total of 22% of airports car park is contributed towards Non-aeronautical revenue, at Brisbane airport (De Groot, 2017). Airports predict future passenger traffic, and the air traffic for estimating the investment in improving the infrastructure of the airport, as traffic forecasts provide criteria for both facility and financial planning (De Groot, 2017). The influence of Low Cost Carriers (LCCs) has also influenced in increasing attention on Non-aeronautical sector (Assessing the Non-Aviation Performance, 2008). The global airports must aim to attract new target market into the duty-free shops; food and beverage (Lee, 2015).Ãâà Also, it must aim to expand the target market further for it to increase the revenue and ultimately, the profit margin. How does the dominance of airport security challenge planning for non-aeronautical revenue generation by contemporary airport management and how can it be better managed in the future? There are possible increased threats in the contemporary times, especially at the airports. It is said that airport security plays an important role in a passengers journey (Lee, 2015). Security is increasing in Aviation to make passengers feel secured and easier for them to travel. The industry is implementing many new methods of security to minimise the risk at an airport and meet the new safety standards made (The challenge for airline security, 2017). Airports are always looking to improve the efficiency of the airport security. When evaluating an airport, some key elements which need to be taken account are the potential threats such as thefts and attacks, environmental protestors such as terrorist attacks which can be harmful for the airport equipment such as the aircraft (Improving airport security effectiveness, 2017). For instance, there was a failed bomb attack in a flight from Amsterdam and was ready to land in Detroit in 2009. It was stated that the suspect was declared in the Not-to-fly category before this flight. The investigators wonder how he was cleared from the airport security at Amsterdam (TheCostaRicaFrog, 2009). Hence why, airport security is a top priority and a challenge for most of the airports (Security and Customs, 2017). The global airports have developed a better security system after that incident. It can also be a challenge because to make airports more safe and secured, the management need to invest more, thus the consequence could result in low profit margin. For improving airport security, there are a list of prohibited items which cannot be taken in the cabin luggage such as harmful substances and sharp objects. If any suspected/restricted objects are detected, then the passengers luggage will be individually verified (Airport security measures, 2017). The Airport security is a big sector for a passenger before they reach the boarding area to embark an aircraft. Furthermore, Passengers who are proceeding to the boarding area must remove all the electronic gadgets from their luggage and scan it through separately (Airport security measures, 2017). Predicting the passenger traffic and future air traffic will also help in planning financially for investing in the airport security. The predictions can be obtained by major airline manufactures. Even the pool table was covered by a big roll of paper. The pictures varied wildly in their content. Some simply had splashes of color thrown on them. Some possessed astonishingly realistic depictions of objects and people. An assortment of watercolors and oil paints sat around amidst the art. For a moment, all thoughts of Clarence and Keith disappeared from my head. ââ¬Å"What is this?â⬠ââ¬Å"Homework,â⬠Adrian said. ââ¬Å"Didnââ¬â¢t youâ⬠¦ didnââ¬â¢t you just start your classes? I wouldââ¬â¢ve actually liked to help with the search. I dropped Adrian off and then drove to a twenty-four-hour restaurant that was outside the opposite side of town. I figured it would be perfect for keeping Keith away from his home. The driving time alone would provide Adrian with extra searching time, though it meant Adrian had to wait outside for a while until Keith left. Once I finally arrived, I got a table, ordered coffee, and dialed Keithââ¬â¢s number. ââ¬Å"Hello?â⬠ââ¬Å"Keith, itââ¬â¢s me. I need to talk to you.â⬠ââ¬Å"So talk,â⬠he said. He sounded smug and confident, no doubt happy at pulling off the last-minute tattoo sale. ââ¬Å"Not on the phone. I need you to meet me.â⬠ââ¬Å"At Amberwood?â⬠he asked in surprise. ââ¬Å"Isnââ¬â¢t it after hours?â⬠It was indeed, but that was a problem for later. ââ¬Å"Iââ¬â¢m not at school. I can enroll him next semester for sure if he stays in good standing, but the only way he can keep taking classes now is if he continues to do so as an auditor. There went our dreams of sliding Adrian into fully enrolled student status, not to mention his dreams of getting financial aid and moving out of Clarenceââ¬â¢s. The next semester probably started in January, so Adrian was facing four more months at Clarenceââ¬â¢s. Adrian would also be facing four more months of bus-riding and taking classes without college credit. But were the credits and financial aid really the most important things here? I thought back to how excited Adrian had been after only a couple classes, how heââ¬â¢d thrown himself into the art. His face had been radiant when he stood in his ââ¬Å"gallery.â⬠Jillââ¬â¢s words also echoed through my mind, about how the art had given him something to channel his feelings into and made the bond easier for her to cope with. Those classes were good for both of them. How much was an auditing fee? I wasnââ¬â¢t sure but knew it wasnââ¬â¢t as much as tuition. It was also a onetime cost that I could probably slide into my expenses without raising the attention of the Alchemists. Adrian needed those classes, of that I was certain. If he knew financial aid wasnââ¬â¢t an option this semester, there was a good chance heââ¬â¢d just drop them altogether. I couldnââ¬â¢t allow that. Heââ¬â¢d known there might be ââ¬Å"a delayâ⬠while the financial aid came together. If I could keep him going to Carlton a little longer, then maybe heââ¬â¢d get invested enough in the art that heââ¬â¢d stay on, even when the truth came out. It was a sneaky thing to do, but it would benefit him ââ¬â and Jill ââ¬â in the end. I dialed back Wes Reganââ¬â¢s office, knowing Iââ¬â¢d get his voice mail. I left him a message saying that Iââ¬â¢d drop off a check for the auditing fee and that Adrian would stay on until he could be enrolled next semester. I hung up, saying a silent prayer that it would take a while for Adrian to find out any of this. The waitress kept giving me the evil eye over just having coffee, so I finally ordered a piece of pie to go. She had just set the carton down on my table when an irritated Keith entered the restaurant. He stood in the doorway, looking around impatiently until he saw me. ââ¬Å"Okay, whatââ¬â¢s going on?â⬠he demanded, making a big show of sitting down. ââ¬Å"Whatââ¬â¢s so important that you felt the need to break school rules and drag me halfway across town?â⬠For a moment, I froze up. The longer he argued with me, the more time the Alchemists had to get to his apartment. If Stanton had told Adrian one hour, she probably meant it. Still, it was best to be safe. I drove right behind him, making no effort to hide my presence. It was no secret now that something was going on, something Iââ¬â¢d lured him away from home for. I blessed every red light that stopped us, praying he wouldnââ¬â¢t arrive too early. If he did, Adrian and I were going to have to delay him. It wouldnââ¬â¢t be impossible, but it also wasnââ¬â¢t something I wanted to do. We finally made it back. Keith pulled into his buildingââ¬â¢s tiny lot, and I parked uncaringly in a fire zone out front. I was only steps behind him as he ran to the door, but he hardly seemed to notice. His attention was on the lit-up windows of his building and the dark silhouettes barely discernible beyond the heavy drapes. Some projects use no approach whatsoever to risk management. Identify Risks Early in Your Project The first step in project risk management is to identify the risks that are present in your project. This requires an open mind set that focuses on future scenarios that may occur. Two main sources exist to identify risks, people and paper. People are your team members that each bring along their personal experiences and expertise. Paper is a different story. Projects tend to generate a significant number of (electronic) documents that contain project risks. They may not always have that name, but someone who reads carefully (between the lines) will find them. The project plan, business case and resource planning are good starters. Other categories are old project plans, your company Intranet and specialized websites. Communicate About Risks Failed projects show that project managers in such projects were frequently unaware of the big hammer that was about to hit them. The frightening finding was that frequently someone of the project organization actually did see that hammer, but didnt inform the project manager of its existence. If you dont want this to happen in your project, you better pay attention to risk communication. A good approach is to consistently include risk communication in the tasks you carry out. If you have a team meeting, make project risks part of the default agenda (and not the final item on the list! ). This shows risks are important to the project manager and gives team members a natural moment to discuss them and report new ones. Consider Both Threats and Opportunities Project risks have a negative connotation: they are the bad guys that can harm your project. However modern risk approaches also focus on positive risks, the project opportunities. These are the uncertain events that beneficial to your project and organization. These good guys make your project faster, better and more profitable. Unfortunately, lots of project teams struggle to cross the finish line, being overloaded with work that needs to be done quickly. Make sure you create some time to deal with the opportunities in your project, even if it is only half an hour. Chances are that you see a couple of opportunities with a high pay-off that dont require a big investment in time or resources. Clarify Ownership Issues Some project managers think they are done once they have created a list with risks. However this is only a starting point. The next step is to make clear who is responsible for what risk! Someone has to feel the heat if a risk is not taken care of properly. The trick is simple: assign a risk owner for each risk that you have found. The risk owner is the person in your team that has the responsibility to optimize this risk for the project. The effects are really positive. At first people usually feel uncomfortable that they are actually responsible for certain risks, but as time passes they will act and carry out tasks to decrease threats and enhance opportunities. Priorities Risks Some risks have a higher impact than others. Therefore, you better spend your time on the risks that can cause the biggest losses and gains. Check if you have any showstoppers in your project that could derail your project. If so, these are your number 1 priority. Analyze Risks Understanding the nature of a risk is a precondition for a good response. Therefore take some time to have a closer look at individual risks and dont jump to conclusions without knowing what a risk is about. Risk analysis occurs at different levels. If you want to understand a risk at an individual level it is most fruitful to think about the effects that it has and the causes that can make it happen. The information you gather in a risk analysis will provide valuable insights in your project and the necessary input to find effective responses to optimize the risks. Plan and Implement Risk Responses Implementing a risk response is the activity that actually adds value to your project. You prevent a threat occurring or minimize negative effects. Execution is the key here. The other rules have helped you to map, prioritize and understand risks. This will help you to make a sound risk response plan that focuses on the big wins. If you deal with threats you basically have three options, risk avoidance, risk minimization and risk acceptance. Avoiding risks means you organize your project in such a way that you dont encounter a risk anymore. This could mean changing supplier or adopting a different technology or, if you deal with a fatal risk, terminating a project. Spending more money on a doomed project is a bad investment. The biggest categories of responses are the ones to minimize risks. You can try to prevent a risk occurring by influencing the causes or decreasing the negative effects that could result. If you have carried out (risk analysis) you will have plenty of opportunities to influence it. A final response is to accept a risk. This is a good choice if the effects on the project are minimal or the possibilities to influence it prove to be very difficult, time consuming or relatively expensive. Just make sure that it is a conscious choice to accept a certain risk. Register Project Risks This rule is about bookkeeping (however dont stop reading). Maintaining a risk log enables you to view progress and make sure that you wont forget a risk or two. It is also a perfect communication tool that informs your team members and stakeholders what is going on. Track Risks and Associated Tasks The risk register you have created will help you to track risks and their associated tasks. Tracking tasks is a day-to-day job for each project manager. Integrating risk tasks into that daily routine is the easiest solution. Risk tasks may be carried out to identify or analyses risks or to generate, select and implement responses. Tracking risks differs from tracking tasks. It focuses on the current situation of risks. Which risks are more likely to happen? Has the relative importance of risks changed?
